I want to have a web site designed to market a service I want to provide. First of all, do I have to upgrade from my dial up internet service to do this? And secondly, if I look for someone to do this for me who isn’t a professional but just a geeky computer nerd type kid who would know how and could use the extra money, what’s a reasonable amount to pay?

no you don’t need to upgrade your connection type. connection type only affect the internet speed for loading a page and that will be only for you. other who have cable or DSL can still load your website faster.
regarding the price, it really depends on what market you are in and how the competition is going. i just saw an ad on craigslist services section that offered to do a 10 page website for $499 with a turn around time of 5 days. so i say check craigslist for web design services offered near you and then do the math.

You would not need to upgrade from dial up, although I would highly recommend it on a general basis, it will make your internet experience much more enjoyable.
Prices vary by designer. Most companies or professional will charge you by hour, and prices can range anywhere from $50-$200/hr or higher depending on where you look and their experience level.
To get an accurate price you should look at how many pages you want your website to contain. Will it just be one page with basic info about your service, will it be two pages with a welcome and an info, or 3 with welcome, info and contact, etc. Each page could take someone who isn’t a professional an hour or a day or longer depending on how indepth you need the site to be. It will take even longer especially if they do not have software for the project- they would need to hand type the code which could take a very long time.
Depending on how much you want put into the website, I would say you need to pay the person at least $100, since they are not professional.
The best bet to get your site the most hits and acknowledgment is to have it done professionally. Professional designers are skilled in areas of how to get hits to a site, and what fonts and colors work best for your market area.
You can probably find a professional who does not have their own business but is qualified to do design that would take it on as a side job for less than the normal rate.
Feel free to add additional information to your question if you need any more advice.

To get a professional looking website to successfully market a product, you going to need more than the local computer geek. Most Web Designers charge in ranges starting at about $400+ for a single basic html/CSS page. I generally charge $400-$500 for the first page and $200-$300 for each additional as long as it does not include any flash or javascript elements that I have to develop (if so, then your talking in the thousands). There is a ton of work involved and it is a skilled profession usually requiring at least a 4 year degree.
People are really nervous about purchasing products from a amateur looking website. Think about it, would you put your credit card info into a page that looks like it was designed in geocities?
Which would you rather purchase a product from?http://thebiguglywebsite.com/
    orhttp://www.newegg.com/

The price greatly depends on which kind of website you want.
You don’t have to upgrade if you aren’t hosting the website on your own server, but it’s a good idea anyway as broadband is more convenient, faster and not that much more expensive.
