If you have to ask the price, you can’t afford it. Investors usually lend money to known partners on a steady basis, project after project. It is rare to see a multi-million dollar investment like you are taking about, unless you are selling the cure to cancer or baldness.
What would happen is you would sell your idea to an enabler for a set price and a percentage of the profit. You would be hired but you would not have control. Control belongs to the guy with the bankroll.
Seriously, I can’t see how you would possibly spend that much money on an Internet business especially music which is in the hands of major players like Sony and Apple plus plagued with piracy. Your idea had better be blockbuster and unique.

1. have you guys got a prototype up and running yet?
2. how far along is this “idea”?
3. if the idea is still on paper, then you can’t get anything unless you either know somebody or you have some friends who are willing to work for you to get the idea off the ground.
How did you come up with the 15million dollars of capital investment? Usually, the capital investment for any online company is about 1-2 millions.
Anyone of you understand the “technology” part? because as a start up, you aren’t looking at Oracle database, you will start with something smaller or free like MySQL. The is NO WAY for 15 million seed money.
Ask something more reasonable to get the idea going, sometimes what you think works might not be easy to carry out. Find “GOOD” developer, don’t save money on that part, because it will save you lots headache later on when you want to scale the size of business.

You lost me on the “would promise to be made back in the first year”. Statements like that don’t come out of the mouths of exerienced business people.
What you need is a credible sponsor to be your front man. No one will buy into you if you use terminology like the phrases used in your question. This guy needs to be well connected in the music industry and probably Wall St (or your country’s version thereof) too.
Donald Trump used well connected people to open doors and you should too. If the idea holds water you have a chance of finding someone, if it doesn’t then you’ll not get it off the ground.
